Mortars have many uses and functions in construction including, among others, masonry, filling or rendering, single-layer, adhesive or self-leveling concrete and for repairs. They are permanently added to building structures, directly influencing the quality and safety of these structures. For this reason, mortar sales in Europe are regulated by the Construction Products Regulation 305/2011.

Manufacturers or their representatives in the European Union are solely responsible for compliance of their products with the terms of the regulation, both for trade and use. When a manufacturer identifies its mortar with the CE mark, this shows that the mortar complies with the harmonized standards and therefore fulfills the essential requirements of the regulation. CE marking of mortars is governed by a 2+ assessment system, which requires the intervention of a notified body to perform a factory production control audit.

Applus+ is a Notified Body* for CE marking of mortars. We work with producers throughout the entire CE marking process of their products. CE marking of mortars is mainly based on the 2+ assessment system and the harmonized standards:

For this process, a series of tasks to be carried out by the manufacturer and another to be completed by the Notified Body are defined:

Manufacturer responsibilities:

  • To perform type testing of the mortars, for example: compression, adhesion, aging, durability, water resistance, etc. (these test may be performed using the manufacturer's own means or be done by an accredited laboratory)
  • To implement Factory Production Control  (FPC) at quarries or gravel pits
  • To draw up a program of follow-up testing, specifying types, frequencies, etc.

Responsibilities of the Notified Body:

  • To perform FPC Initial Inspection, assessment and acceptance       
  • To make the annual safety and assessment inspections

CE Marking documents:

  • Certificate of Conformmity of the Factory Production Control (NB)
  • Declaration of performance of the mortar (Manufacturer)
  • CE marking and labeling of the mortar (Manufacturer)
