Insulating materials are used in construction due to their properties to protect against heat or cold (thermal insulation), noise (acoustic insulation), fire (fire insulation) or water (water insulation). Sheets for waterproofing used as water insulation act as a moisture barrier, preventing water from entering or filtering through the various elements that make up a building, and like all other insulating materials, they are permanently added to the structures, directly influencing their quality and safety. Marketing of insulating materials in Europe is regulated by the Construction Products Regulation 305/2011.
Manufacturers or their representatives in the European Union are solely responsible for compliance of their products with the terms of the regulation, both for trade and use. When a manufacturer identifies its insulating material with the CE mark, this shows that the material complies with the harmonized standards and therefore fulfills the essential requirements of the regulation.
CE marking of insulating materials and waterproofing sheets is regulated by a 1, 2+ and 3 assessment system, according to the product and its end use. These assessment systems require the intervention of a notified body, either to perform the factory production control audit and/or to perform the type tests.

 CE marking based on the assessment system and previously mentioned harmonized standards defines a series of tasks to be performed by the manufacturer and the Notified Body:
 Manufacturer responsibilities:
  • To perform type testing (airborne and impact noise transmission, fire resistance, thermal transmittance, durability, water absorption, etc.)
  • To implement Factory Production Control (FPC) in the company.
  • To draw up a program of follow-up tests, specifying types, frequencies, etc.
Responsibilities of the Notified Body, as applicable:
  • To perform type testing (when applicable)
  • To perform FPC Initial Inspection, assessment and acceptance       
  • To make the annual safety and assessment inspections
CE Marking documents:
  • Factory production control (FPC) certificate (NB)
  • Declaration of Performance (Manufacturer)
  • CE marking and labeling (Manufacturer)
